Who's Measured?

Before we explore how students can increase their Educational Functioning Level (EFL) in reading and math, let's look at who is included in this measure.

To be part of the literacy and numeracy performance measure, a student must be an out-of-school youth and be deemed basic skills deficient through a pre-test.

To qualify as an out-of-school youth a student must be either a high school dropout, a high school graduate, or the holder of a GED.

To be considered basic skills deficient, an individual must have either a reading or math comprehension score below 8th grade level, be unemployed or be underemployed.
