First, we must understand that the literacy and numeracy measure evaluates gains in the Educational Functioning Level (EFL) rather than the attainment of skills in these areas.
Only students who are deemed basic skills deficient on an appraisal test are included in the measure.
There are a variety of tools that can be used to measure Educational Functioning Levels in reading and math.
Two of the tests Nebraska uses are the CASAS and TABE tests for its basic skills appraisal of its students. Click on the CASAS or TABE links to watch a short video and learn more about each assessment tool.
The CASAS video gives an overview of the educational model for literacy and numeracy education and the TABE video gives examples of specific questions a student may get on the appraisal test.
